Empowerment Program is a certified Community Mental Health Center and therefore operates through federal and state funds made possible by the Community Mental Health Act. The purpose of these funds to make diagnosis and treatment available to low-income and indigent individuals. The services are either free or under a sliding-scale. These services are available to people of all ages who do not have health insurance.

Empowerment Program receives federal grants destined for mental health services. This means that Empowerment Program either recieved money to obtain certification or training for its employees or it has recieved money to offer services such as suicide prevention, telehealth programs, or other behavioral initiatives.
